Membership & eligibility
Voluntary participation around founding principles
Eligibility is proposed for institutions that can participate constructively while respecting the Caucus framework. Membership would not require endorsement of every political or theological position held by another member.
Associate or advisory participation
The framework also proposes possible Associate or Advisory categories for scholars, academics, professionals, researchers and community leaders whose expertise can contribute to the Caucus.
A prospective member should demonstrate willingness to respect the founding principles and participate constructively in activities.
Mutual Cooperation Agreement
Commitments proposed as the foundation of membership
The agreement is intended to establish voluntary participation, institutional independence, consultation and clear procedures for cooperation and disagreement.
Mutual recognition
Members recognize one another as independent organizations participating in a common consultation platform.
Consultation
Members participate in regular consultation on matters of common interest where practical.
Cooperation
Members may jointly implement projects when they reach agreement.
Independence
No member relinquishes its independent political, organizational or institutional identity.
Peaceful engagement
Members commit to peaceful and lawful forms of civic and political participation.
Common statements
A BILC statement should represent an agreed Caucus position and should not automatically be attributed to every member.
Dispute resolution
Dialogue and mediation mechanisms are proposed when disagreements threaten institutional cooperation.
Withdrawal
Members should have a clearly defined procedure for voluntary withdrawal.
Membership is designed to accommodate legitimate diversity within a common institutional framework.
