Implementation roadmap
Five proposed phases
The roadmap begins with stakeholder consultation and progresses through establishment, program development and an institutional review after approximately three years.

Consultation
Discuss the concept with potential founding organizations, scholars, academics and institutional stakeholders to gather feedback and identify areas requiring modification.

Founding process
Interested organizations could convene a Founding Conference to consider the institutional framework and Mutual Cooperation Agreement, while establishing an interim leadership structure and Secretariat.

Institutional establishment
Establish the Secretariat, committees and membership mechanisms, and begin initial joint programs in areas with broad agreement.

Program development
Progressively expand research, leadership, education, humanitarian and policy activities.

Institutional consolidation
After approximately three years, conduct a comprehensive institutional review and develop a longer-term strategic plan.
Long-term vision
A national ecosystem of institutional cooperation
The profile envisions an ecosystem connecting political leadership, Islamic scholarship, academia, professional expertise, social organizations, charitable institutions and emerging leaders, with success measured by contribution rather than meetings alone.
